Overview

We have become a recognized environmental remediation industry leader and consistently ranked among Engineering News Record’s Top Hazardous Waste Remediation Contractors.

Our projects have been completed under RCRA, CERCLA, and TSCA regulations and with EPA, FERC, USACE, and oversight from hundreds of state and local agencies.

As a leader in stabilization, we provide alternative approaches to standard construction practices that will resolve environmental concerns and create usable real estate for further development and growth for our client’s large capital improvement projects. We have perfected technologies such as chemical oxidation, phosphate stabilization, and other proprietary contaminant-immobilizing techniques.

Through stabilization, we can reduce the mobility of hazardous substances and contaminants in the environment through physical and chemical means. Instead of removing the contaminated material and amassing the removal and backfill costs, we use a special blend of reagents to trap or immobilize contaminants within the contaminated soil or sludge. Leachability testing is typically performed to ensure that contaminants do not leach through the containment materials, leachability testing is generally performed.

In addition to remediating contaminated soil and sludge, RECON’s stabilization techniques can improve the bearing capacity of the soil or sludge to allow foundation construction at otherwise unusable locations. We have also been able to take unusable land and make it suitable for stormwater impoundments, parking lots, and temporary access roads to provide support before, during, and after our client’s large remedial projects. Our employees also have hands-on experience with dozens of different proven mixes and reagents, including our own patented reagent blend, and low solids stabilization (LSS®).

In addition to our patented LSS® blend, we also use fly ash, bed ash, cement kiln dust, lime kiln dust, Portland cement, blast furnace slag, bentonite, granular activated carbon, and attapulgite as reagents.

RECON uses the following equipment to create these contact reactions:

  • Vertical auger mixer
  • Multi-auger mixer (also used for deep soil mixing)
  • Excavator bucket mixing
  • Pug mills
  • Pulva-mixer
  • Allu-mixer

Removal actions still represent a leading method of remediating contaminated sites. RECON has personnel with the experience to safely perform everything from highly surgical and mass removal of impacted media, including soils, sediments, and chemical residuals. Many of these projects include a shoring system to ensure the project is done safely. In addition to traditional sheet pile and trench box work, we have used other innovative methods to safely remove contamination adjacent to buildings, under power lines, and near active plant operations.

RECON has constructed over 155 landfill cells and 1,375 acres of landfill caps for federal and commercial clients. Our high-quality work for over three decades has afforded our clients' optimal containment while reducing long-term operation and maintenance expenses. Our clients have selected our landfill cap and cell construction experience to provide a safe, environmentally sound, cost-effective alternative to off-site disposal. Our extensive understanding of Federal RCRA Subtitle C and D, TSCA, and NRC regulations benefit our client’s interests and investments.

Managing byproducts is an integral part of energy production. For utilities that rely on coal as a fuel source, the management of CCR requires special attention to protect the environment.

RECON has worked with numerous coal and coke-fired facilities to upgrade their ash management systems and has a variety of solutions to meet the unique needs of our energy production clients. Each project is different, and our environmental and geotechnical expertise allows us to customize solutions for this growing concern in the industry.

RECON’s CCR-focused capabilities include:

  • Capacity for design-build project delivery
  • Self-perform the majority of construction and management
  • Alliances with a wide array of specialty engineering and construction firms
    • Geotechnical Engineering and dewatering/water treatment are key for the CCR market
    • Selection of “best” subcontracting partners based on the scope and project challenges
  • Internal capacity to provide engineered construction services for:
    • New and existing impoundments (construction, closure and remediation)
    • Geotechnical enhancements (dam rehabilitation, slope stabilization, dewatering, karst, etc.)
    • CCR transport (i.e. relocation of CCR impoundments)
    • Haul roads and bridges (subgrade, grading, RCC/RCA, bridge systems)
    • Water management (diversion, unwatering, dewatering, passive and active treatment, OM&M)
    • Slope stabilization (dams, mine sites, roadways)
    • Mine reclamation (regrading, acid mine drainage, backfilling workings, surface restoration, etc.)
    • CCR management facilities (life-cycle closure – drainage, capping, OM&M)

RECON is a nationally recognized slurry trench contractor that has installed over 12,250,000 square feet. Company-owned, customized equipment allows us to excavate 100-foot-deep trenches with hydraulic excavators and over 100 feet with clams. Specialized equipment includes long-reach excavators, hydraulic clams, mechanical clams, trenching machines, custom buckets, desanders, clam buckets, cranes, and high-speed colloidal mixers. The specialized nature of this work allows us to be competitive nationally, even on relatively small projects.

We have completed numerous subsurface barriers using the slurry trench method. These cut-off walls have consisted of soil-bentonite, soil-cement-bentonite, soil attapulgite, soil cement and attapulgite, cement bentonite, and concrete.
